Why did Mayor Roger Claar have a bad year in 2002?

Did he have a bad year, or did the residents?  Ask yourself this question after you read the article.

In 2002, Roger sold our Water to American Water Company.  Now he wants it back.
In 2002 he decided to use the residents tax money to build a Golf Course. It has never made a profit.
In 2002 he decided to build Americana Estates. It has never made a profit.
In 2002 he started attempting to buy the Airport (concluded in 2004). It has never made a profit.
In 2002 he decided to raise his salary from $25K to $97K. (Don't forget those perks!  This past month alone it was thousands in reimbursement to health and dental alone!)

Need we say more about 2002 and the damage of bad decisions?  What was he doing during those years to feel this superior to running up over $100 Mil in debt to the taxpayers?  Did he have a bad year or did we?

Does he realize the mistakes from this year or are we the only one's that see it?
