Why do we pay for school consulting services?

Andy Fran is being paid $12K this week by the village, whom approved the invoices for the bi-weekly period.  Last week it was $3,357.00. 

This is a large amount of money to be spending on consulting services for schools, when in fact, schools have their own budgets and tax payers funds to use.

So why is it the Village is covering this $15K and not the school system?  What about Bolingbrook residents that pay taxes to other school districts (not VVSD)?  Now they have to foot this bill for school and village fund cross overs?

    Because it's for crossing guards, not consulting as you would like people to believe.
