Undercover Project costing us millions, and no referendum in site!

For the past few years we have found an enormous "project" listed on the budgets that does not have a name attached to it.  Jay Washington FOIAed and was denied (probably due to discrimination) and also because they were trying to hide this.  Candice then FOIAed and was told that Fran had not received the original request.  While she is waiting for the return of this info, we start to wonder what is taking two months to get the answer to "what is Roger spending almost $10 mil on without a referendum?"  The second questions being, why is every other project named, but this one has no name?  The answers will come soon enough, as we know it is not for the Police Department, but costs just as much.
