Looking for Tips

We received a tip that the school board cut the crossing guards.  Now the Village is paying for it.  We are looking for tips or info to show the schools cut it and the Village picked it up. 

We do know that last weeks' bills at the Village showed
Andy Frain Services  school consulting  $11,329.30 crossing guard services
However, if it was killed by one governmental entitity, why would the village step in?  Should the tax payers know this?  Will this increase tax somewhere?  Is this why the schools say they are not increasing this year, because they sent their bills elsewhere?
