Bolingbrook Elections Incumbent Ricky Morales Police Report Available

This is a 4 page Police report with witnessed signatures.  Due to the seriousness of this involvement, we have eliminated the victims name and residents addresses, as well as removed signatures.  This is what you will find if you FOIA this information.

SUBJECT: THEFT UNDER $300

On 03-22-11 at 2050hrs R/O responded to the area of 1901 Apple Valley for the report of a Theft. Dispatch advised that a Ricky Morales, who is driving a dark in color Honda, is taking R/P's campaign signs from addresses that gave him permission to place them in the front yard. The R/P provided a license plate of the vehicle. Dispatch was able to provided the vehicle's registration information that belonging to a Ricardo Morales, on a 2008 Honda, who resides at 159 Cider in Bolingbrook.

Upon arrival R/O first spoke to Robert Bowen who related the following account: Robert told R/O that he and Joseph Naponiello are both running for Bolingbrook Village trustee and were out campaigning. Robert stated
that he and Joseph were making contact with residences and then asking them for permission to put their
campaign signs in the front yard of the residence. Robert told R/O that both he and Joseph were given
permission by the homeowner's at 1889 Apple Valley and 1913 Apple Valley and each of them placed their own sign in the front yard.
Robert stated a short time later a grey 4 door vehicle pulled up in the immediate area where they had been placing signs. Robert added the vehicle then pulled up in front of 1889 Apple Valley. Robert told R/O the he was placing other signs out and when he looked back the vehicle had moved and both Joseph's and his signs were not there anymore. Joseph stated that he now observed the same vehicle in front of 1913 Apple Valley and a subject taking the sign out of the front yard and placing it in the trunk of the vehicle.

Robert told R/O the vehicle then approached their vehicle and a male subject who Robert recognizes as
Rick Morales, exited the vehicle and started yelling at them telling them that no one wanted their signs in his neighborhood. Robert stated Mr. Morales got back into the car and drove away. Robert stated he was able to get the vehicles license plate. Robert provided R/O a written statement (see attached).
R/O then spoke to Joseph Naponiello who related the following: Joseph told R/O that he and Robert were
out campaigning together and asking perspective voters for support and if they could put their respective signs in the front yard. Joseph stated that the homeowners at 1889 Apple Valley and 1913 Apple Valley agreed to allow them to put the signs in the front yard.

Joseph stated a grey in color 4 door vehicle pulled up to 1889 Apple Valley and when it pulled away Robert and his signs were now missing. Joseph stated that he also observed the vehicle now in front of 1913 Apple Valley and a subject removing the signs from the front yard and putting them into the trunk of the vehicle. Joseph stated the vehicle then drove up to them and the driver, who Joseph identifies as Rick Morales got out and yelled at them telling them that no one in his neighborhood wants their signs. Joseph told R/O that Mr. Morales then got back into the car and drove away. Joseph provided a written statement (see attached).

R/O then spoke to the homeowner at 1889 Apple Valley who related that he did give permission to Robert and Joseph to put signs in his front yard. The homeowner of 1889 Apple Valley was unaware that the signs had been taken until R/O told him.

R/O then spoke to the homeowner at 1913 Apple Valley who related that she did give Robert and Joseph permission to put their signs in her front yard. The homeowner told R/O that a short time later, a person she knows as Rick Morales came to her door campaigning. The homeowner told R/O that she gave Mr. Morales permission to take down the signs that Robert and Joseph had originally placed.
It should be noted that the homeowners R/O spoke to did not want to be involved in any criminal or political matters.

The other homes were not verified by law enforcement.

  2. You cannot pick up a sign then ask permission later! I wonder if he threatened the neighbor. Sad Ricky, really sad.

  3. Theft is local talk, only States Attorney can label it Interference in an Election. I wonder if we can FOIA the FEDS on this one and see when they will be making an arrest. This is aweful.

    For all those that still stick up for Rick, are you sure you want to know?

    Dear First Party Supporters:

    A message from Rick Morales, Bolingbrook Trustee

    It has come to my attention that two candidates for Village Trustee opposing my candidacy have accused me of taking their political signs. In addition, that I have harassed them while they were putting signs up in the dark of night.

    I can tell you that those accusations are not true. This is one of several unfounded allegations/accusations from the same group of individuals that are running against me. They have purposely and with premeditation, gone out of their way to slander us and have continuously used this method to gain attention. I have chosen not to engage them, as I give them no credibility and neither should you.

    Their political stunts target the character of good citizens, while blemishing the image of Bolingbrook. Any allegations will be dealt with as needed by proper authorities.

    The incumbents are committed to representing the Village of Bolingbrook and its residents with integrity and professionalism, while focusing on important issues such as business growth, infrastructure and public services. It is unfortunate that we must spend time addressing false allegations from individuals that are self-serving and have never been involved in any community organizations or events. The First Party stands behind the incumbents and asks you for your continued support on April 5th.

  5. Ah Ricky, your going with the "I didn't do it and these people are evil" bit? Not gonna work. You waited four days to release this. You have not listed your alibi. You have not stated why your neighbor picked you out. You are a liar and a thief.

  6. Interesting...I also had my sign removed from my yard on an evening near that date. Similar circumstances, but no verbal confrontation. I didn't think much of it at the time, but now reading the above report makes me think twice...
